Civil Engineering Consultant (Part-time)


 

RIHAN Real Estate Developmentinvites proposals from qualified individuals as Civil Engineering freelance consultants for supervisory services on U-Cubed, a mixed used 5 - story building project in Jeddah. The project is currently in design phase (execution is expected to start in January 2024).

This is a part-time on-site role for a Civil Engineering Consultant. The Civil Engineering Consultant will be responsible for providing consulting services related to the construction supervision.

Technical Documentation:

  • Develop, monitor and implement project quality plan (PQP), quality management procedures, inspection & testing plan (ITP), method of statements & non-conformance report (NCR)
  • Review the submitted shop drawings against Issued for Construction (IFC) drawings and specifications

Compliance with Standards:

  • Ensure the construction activities comply with project technical specifications (PTS) & monitor contractors & suppliers

Quality Control:

  • Provide guidance & training to ensure project staff & subcontractors understand & adhere to quality control standards & procedures.
  • Validate all equipment, tools & materials meet with the project quality requirements & that personnel (operators) have been adequately trained to use them safely.
  • Monitor the progressive preparation of final quality documentation which should be concurrent and maintain backups of completed quality documentation.
  • Verify the implementation of corrective & preventive actions against the non-conformance and report the results to the client’s office.

Progress Reporting:

  • Monitor routine inspection of earthwork, form work, rebar, concrete work, steel structure, grout work & manage site duties & submit weekly report & required information to the client’s office.
  • Identify near miss and non-conformance in materials, products, processes, procedures and report the near miss / non-conformance in the near miss / non-conformance report (NCR).
  • Maintain records for routine activities on site including progress photos & ensure they are readily available for inspection as and when required.

Supervision & Approvals:

  • Attend the inspection requests (IR) submitted by the contractor & verify that all necessary inspections and tests are carried out in a timely manner and appropriate records are kept updated & maintained.
  • Report any work carried out by contractor found to not be in accordance with approved drawing and specifications (non-conformance) & working with the project team to develop corrective action plans.
  • Review & perform material receiving inspection as per requirements, applicable standards / specifications etc.
  • Support the validation of variation & change orders.

Testing & Commissioning:

  • Coordinate with clients / third parties concerning quality matters on site in accordance with approved ITP, for agreed witness inspections & tests.

Health, Safety & Environmental Compliance:

  • 1- Monitor the work safety and assess the situation at site including health, safety & environmental issues, ensuring compliance with contractual specifications and safety and health risk assessments.

Meetings:

  • Work closely with Project Manager, Engineers & other stakeholders to address quality-related issues & make adequately informed decisions.
  • Attend progress/ issues meetings to present the progress and observations/ obstacles.

Closeout:

  • Conduct a final inspection to confirm that all work meets the quality control plan and project requirements.
  • Prepare & organize quality-related documentation for project closeout.
  • Ensure close-out of all snags / punch-points within the time frame agreed.
  • Participate in the project review sessions.
